 Behind us is another tough year, which was marked by crisis, natural disasters, social and economical shocks. Palilula Municipality is forward – looking and hastily walks towards development projects to make quality of life in this environment better and more meaningful. ANNUAL REPORT OF THE OFFICE FOR YOUTH OF PALILULA

 Office for Youth of City Municipality of Palilula participated as direct organizer or partner (support) in organizing of numerous actions in 2010. According to Stefan Jovic, coordinator of Office for Youth of City Municipality of Palilula, this activity contributed significantly to organizing of youth and solving of numerous problems of young population in municipality. Young people last year participated on more of hundred actions, seminars and manifestations, performed the duties of volunteers, enhance their knowledge – “What next after finishing school, university?”, “How to present yourself and your opportunities to employer?”, “What to choose as a future proffesion?”. With support of Ministry of youth and sport and management of City Municipality of Palilula it was provided basic conditions for successful work of Office in 2011. Report of Office for Youth of City Municipality of Palilula is published 4th of January 2011 in newspapers “Narodne novine”.

MEDIA IS SIGNIFICANT PARTNER OF THE MUNICIPAL ACITIVITIES

 Cooperation with representatives of media in City Municipality of Palilula is significant activity of Service of Cabinet of President. Last year was very successful in terms of promotion activities and results of work on achieving of numerous projects of Palilula Municipality. Despite of limited opportunities of technical and financial nature, Palilula Municipality had good media promotion. On this occasion, president of Municipality, Prof. Dr. Igor Novakovic and president of Assembly Milan Djurdjevic, expressed their gratitude to journalists who followed the work of City Municipality of Palilula. “Without media, our activity would not have repercussions in the public and appropriate transparency – highlighted Milan Djurdjevic in the New Year` meeting with journalists”.

PRESENTS FOR THE CHILDREN OF THE ROMA POPULATION

 Continuing tradition, City Municipality of Palilula is this year also provided presents for New Year for youngest residents of the Roma population in the Municipality. On this occasion, in the hall of local office “Djuka Dinic” was held apposite cultural and art program that children from NGO “Ponos” prepared to representatives of City municipalities of Palilula and Medijana. Presents gifted to the children Boban Mikic, member of the Council of the City Municipality of Palilula and Dragoslav Cirkovic, president of City Municipality of Medijana. Reception attended and Zorica Stojiljkovic, member of the Council of the Palilula Municipality and Slavoljub Savic, Head of Municipal Administration Associate of the City Municipality of Palilula, Osaman Balic as and representatives of the Center for social work “Sveti Sava” in Nis.

PROMOTION OF CALENDAR FOR 2011 AND RECEPTION FOR STUDENTS

 “This year we achieved again idea that the best students of schools and faculties, who study on the territory of City Municipality of Palilula, take place on original municipal Calendar for year 2011. They are today with us but and on the pages of our CALENDAR – said in welcome speech Prof. Dr Igor Novakovic, president of City Municipality of Palilula, on the reception in Nis` Cultural Center. “All of them as and teachers, directors and deans of faculties greeting with wishes that in New Year 2011 achieved even better results and successful cooperation – highlighted president Novakovic. After invitation for contest, which is the third consecutive year announced Palilula Municipality, we received 107 names of students.

CHOIR JUBILEE CELEBRATED BY CONCERT

 On the occasion of 15 years anniversary of establishing of the choir of the Church of Saint Nikola, this renowned ensemble, under the leadership of conductor, held 26th of December in the Church of Saint Nikola concert. Before beginning of artistic part of the program to present people referred Head of the Church Archpriest Stavrophor Radovoan Petrovic who spoke about importance and role of the choir in every days life of the church. Diverse repertoire of this concert included the unanimous Serbian church chant, works or Serbian and Russian composers of 19th and 20th century, as and modern Orthodox music foreign authors. Choir of Church of Saint Nikola from 1995th regularly sings on the Divine Liturgy at his home temple. It was founded as chant company, eventually grew into a mixed chamber choir that unless the church services actively participate in cultural life of the city of Nis performing on numerous city` manifestations.

WE HELP THE VULNERABLE POPULATION OF PALILULA

 Based on the data from Statistical Yearbook of City of Nis on territory of Palilula Municipality lives 73.610 residents, of whom only 12.612 is employed. Registered are 1125 social – vulnerable persons with disabilities. That are the persons who cant take care of themselves, persons who are immobile, weak and dependent of others people` help. From 5061 people (over 70 years) 487 is from the surrounding villages of Palilula Municipality. They are inactive persons who cant afford to provide basic livelihood slightly moveable and generally a bit physically active.In City Municipality of Palilula during is the realization of one year project from program “Exchange” named “Strengthening of Municipal capacity to improve the quality of life for socially vulnerable groups”.

WOMEN ENTREPRENEURS HELPING OPENING SAFE HOUSE

 On the annual Assembly of Association of business women in Nis, that is with help of Center for Women Entrepreneurship “Teodora” held in Regional Economical Chamber Nis, to the City Municipality of Palilula awarded a letter of gratitude for help and support of work of this Association. On the meeting of business women, for president of Association is elected Vesna Jevtovic. To support women – victims of violence, and ending of building of safe house in Nis, after meeting of Assembly it was held and donor cocktail. For this purposes were collected 580 thousands of RSD. Donors action for collecting funds for ending of building of Safe house in Nis, that is in territory of Palilula Municipality, will last until end of the year.

 Director of French Center Nis, Aziliz Toupin, within promotion of Program of manifestation in culture for 2011, which this prestige institution plans to realize with their partners in Nis, visited City Municipality of Palilula. In conversation with president of Municipality Prof. Dr. Igor Novakovic, she pointed out that this document represents basic for dialogue with future and present partners, adjusted expectations and needs of environment but and in the world of economy. “City Municipality of Palilula is interested that successful cooperation with French Center Nis improve – said president Novakovic.On our way of European integrations, decentralization of culture is very important activity, that improves it self with this forms of cooperation. To the signing ceremony of Memorandum of Understanding attended in the name of president Igor Novakovic, Milan Djurdjevic, president of Assembly of City Municipality of Palilula. SAINTS` FESTIVITY DAY “ST. EMPEROR UROS” CELEBRATED

 Residents of the settlement “Crvena Zvezda” in the City Municipality of Palilula, traditionally, for 10 years, celebrate festivity day St. Emperor Uros. So it was on Tuesday, 14th December 2010 in hall of local office “Crvena Zvezda”. In the presence of priest of St . Nikola church, Father Zlatan, was performed traditional cake cutting. The ceremony was attended by Major of Nis, Mr. Milos Simonovic, Blagoje Bradic, member of the City Council, Milan Djurdjevic, president of Assembly of City Municipality of Palilula, Milan Stevanovic and Boban Mikic, members of Municipal Council, Slavoljub Savic, head of Municipal administration associate of Palilula Municipality, members of Citizen` Councils, representatives of other settlements in Municipality, a number of public figures from the social and politic life.

PALILULA “REVIVING” ABANDONEDED CENTERS

 Cultural center “Radivoje Domanovic” in Krusce, after half century from building, gets new look. With efforts of Citizens` Council and with support of City Municipality of Palilula this public object again will become a place for gathering of residents of this settlement, which by latest census has 243 households and has about 1000 residents. Works performs company “Podvig” and in first phase will be reconstructed three rooms with about 100 square meters. According to Alexander and Velja, currently there is works on replacing of installation, painting walls and woodwork and then follows continue of work in big hall of the Center. President of Citizens` Council of Krusce, Tomislav Stojanovic does not hide the pleasure that the reconstruction of Center takes place within the stipulated time.

BRIDGE IN LALINAC OPENED
9.12.2010.
 Residents of village Lalinac in City Municipality of Palilula, after many decades promises got a bridge across South Morava. The biggest building of this kind on Morava in the present of numerous guests, representatives of the City, management of City Municipality of Palilula, opened Minister of Economy and Regional Development Mladjan Dinkic. Bridge, long 150 meters had cost 100 million RSD and with 50 percent bridge is financed by Ministry for National Investment Plan and City of Nis. People from Lalinac are until building the bridge, South Morava crossing by ferry, and to their fields have come 16 kilometers long detour across Mramor, Novo Selo and Krusce, for what they needed more hours. Thanks to the bridge they will to their fields come the most for 20 minutes. In the works on the bridge, it is built and access road from Lalinac to the bridge, length 1.100 and width 5,5 meters, worth about 14 millions RSD. Money for road is provided from Program for building of the city for 2010.

MUNICIPAL PROJECT IS FINANCING MINISTRY OF INFRASTRUCTURE

 In Ministry of Infrastructure of Government of Republic of Serbia, Minister Milutin Mrkonjic, handed decisions to represents of 60 municipalities and cities of Serbia of starting public procurement procedure, low value, to build infrastructure in the settlements. Ministry decided to accept project of City Municipality of Palilula in Nis, for realizing of works on construction of roadway and sidewalks in the street “Bubanjski heroji” access II. To the working meeting in the Government of Republic of Serbia, in the name of president of Municipality Prof. Dr Igor Novakovic attended Milos Stojkovic, member of Municipal Council.“For first phase of realization of the project in 2010, for construction of roadway and sidewalk in the street Bubanjski heroji, second access, to the City Municipality of Palilula, from the budget of Republic of Serbia, is approved 2,9 million RSD – highlighted councilor Stojkovic.

 Within central activities in Nis – in European corner, from 02 to 05 of December 2010, it was held in Serbia planetary campaign STOP TO CLIMATE CHANGES. Under the motto “Global challenge – Global response – TOMORROW IS ALREADY TO LATE!” This multimedia program, conceived as part of word campaign has sparked interest of numerous organization of civil society, representatives of institutions and local authorities. Several hundred of participants of Campaign, despite bad weather, gathered in European corner in Nis, from where is sent message to the participants of 16th International conference OUN about climate changes in Mexican city Cancun. Members of EKOpolis Network, “Green Network” of City of Nis, Council for Environmental Protection, students and pupils, representatives of faculties and other educational institutions and public utility enterprises, highlighted importance of the nature that surrounds us, but and on the fact that our relation to the nature, directly affects the quality and safety of humanity life.

 Within the Component of the project Municipal planning, on the base above announced Open call to the municipalities, that is finished in 4th October, it is published the final selection of municipalities. For support of development of sectoral plans it was selected 15 local self-government and for support of development of action plans 12 local self-government. General goal of this Component , according to Prof. Dr Nikolas Miles, coordinator for municipal planning (GTZ), who in the conversation with Prof. Dr Igor Novakovic, president of City Municipality of Palilula highlighted during his visit to the Municipality, is focusing on support to the municipalities about implementation of Local strategies of sustainable development (SLOR).

 Within Conference “Days of local self-government” in Belgrade it was held National conference named “Improving of local finances in Serbia” that is organizing Council of Europe, Ministry of Finance of Republic of Serbia and Standing Conference of Towns and Municipalities as partners within program “Strengthening of local self-government in Serbia – phase 2” financed by European Union. On the National conference were considered the latest themes of interest for towns and municipalities. Through open dialogue between representatives of local and state authority are requested the answers to questions of importance for further development of local self – government and local finances in country.In the name of City Municipality of Palilula in the work of Conference participated Bojan Ilic, head of municipal administration and Dragan Terzic from Department for Finances, Legal Property and Utilities Affairs.

In conversation with project team of Municipality, Milos Stojadinovic, manager of the project, Dragan Terzic, administrative assistant and Milos Ristic, financial assistant, were analyzed past activities in realization of project “Strengthening Municipal capacity to improve the quality of life for socially vulnerable groups”, as and results on the ground. Representatives of monitoring team had the insight to current activities and work of mobile teams on the ground who provided support to the people in the settlement “Crvena Zvezda”.

 Palilula Municipality is realizing project “Strengthening of Municipal capacity to improve the quality of life for socially vulnerable groups”, which is financed by European Union, through Standing Conference of Towns of Serbia, within program EXCHANGE 3. This week multidisciplinary mobile teams will help socially vulnerable, old and infirm persons, children in urban and rural settlements of Palilula Municipality, disabled and elderly that are immobile and dependent on other` help. On the territory of our Municipality it is registered 1.125 socially vulnerable persons with difficulties.  Members of Assembly of 20th meeting of Assembly of City Municipality of Palilula, chaired by Milan Djurdjevic, adopted proposition of Budget Decision of City Municipality of Palilula for 2011. Members of Assembly have discussed and about proposition of General Urban Plan of City of Nis for the period 2010-2025. With this planning document are viewed and potential of City – Palilula Municipality, defined directions of development of public services, traffic, infrastructure, business and economic zones, housing and tourism, and proposed measures of protection of space and environment.
